On January 11, reporters learned at the Winter Training Conference for Party Members in Non-Public Economic Organizations of Xiangtan County and the Commendation Ceremony for Outstanding "Friends of Party Building" that, in 2008, Xiangtan County adhered to the working principle of "focusing on party building around the economy, and using strong party building to drive development." By strengthening service-oriented approaches, the county continuously expanded the reach of its party work, striving to promote the healthy and rapid growth of party building within non-public enterprises. In 2008, the Party Working Committee for the Non-Public Economy in Xiangtan County strengthened its party-building network. Enterprises within the industrial park that met the criteria for establishing an independent Party branch had already set up their own non-public enterprise Party branches. For those enterprises that didn’t qualify for individual branches, joint Party branches were established instead. As a result, the coverage rate of Party organizations among non-public enterprises in the park now stands at 100%.
To expand the ranks of Party members and improve their overall composition, Xiangtan County has been actively promoting a two-way cultivation initiative: nurturing outstanding employees into Party members, while simultaneously developing Party members into key talents who can drive enterprise growth. By the end of November, the county’s Party Working Committee for the Non-Public Economy organized the 2008 Training Course for Prospective Party Members, attracting 55 participants. During the year, the county successfully admitted 14 new Party members, 10 of whom hold college degrees or higher, with 13 of them serving as mid-level managers within their respective companies.
To fully leverage the pioneering and exemplary role of Party members in non-public enterprises, the Xiangtan County Committee for Non-Public Economic Organizations has successively organized activities such as the essay contest titled "The Party Flag in My Heart," implemented the "Badge-Wearing for Work" initiative among Party members, and actively encouraged participation in social welfare undertakings. In 2008, Party organizations within non-public enterprises collectively visited and comforted 54 employees and Party members facing difficulties, and donated materials worth 180,000 yuan to support earthquake-hit areas.
In 2008, Xiangtan County also saw the emergence of several exemplary private-sector enterprises—such as the Xiangtan Yixiaotang Branch of Hunan Kangpu Pharmaceutical Co., Ltd., Xiangtan Longchang Group Company, Xiangtan City Wire & Cable Co., Ltd., Hunan Wuzhoutong Pharmaceutical Company, Hunan Pangge Food Co., Ltd., and Xiangtan Dingfeng Crankshaft Company—that actively supported corporate Party-building initiatives. This has propelled the county’s non-public enterprise Party-building efforts into a positive development trajectory, effectively strengthening the role of Party organizations in all aspects of corporate decision-making, management, and production operations, while fostering a vibrant and productive workplace environment for businesses.
In 2009, the Party building work within non-public economic organizations in Xiangtan County will uphold the great banner of socialism with Chinese characteristics, guided by Deng Xiaoping Theory and the important thought of the "Three Represents." We will deeply implement the Scientific Outlook on Development, earnestly carry out the spirit of the 17th National Congress of the Communist Party of China, focus on development through Party building, strengthen Party building to drive development, actively explore new approaches and innovative ideas for Party building in non-public economic organizations, enhance the standardization and institutionalization of Party organization construction, fully leverage the role of Party organizations, and promote the healthy and harmonious growth of the non-public economy.
On the same day, the conference awarded Yu Xiaoyang and seven other leaders of non-public economic organizations the title of "Outstanding Party Building Friend" in Xiangtan County's non-public economic sector.
