Xiangtan County Shigǔ Town "Jinchi" Education Special Contribution Award

　　 Management and Usage Guidelines

　　 Chapter 1 General Provisions

　　Article 1: To promote the sustained and healthy development of basic education in Shigutown, continuously enhance the implementation of quality education, foster a positive social atmosphere that respects teachers and values education, and inspire educators to remain passionate about their profession while consistently improving their professional competence and teaching skills, by Xiangtan City Wire and Cable Co., Ltd. Donate funds to establish the " Jinchi "Special Contribution Award in Education (hereinafter referred to as the 'Jinchi' Award)."

　　Article 2: To standardize the management of the "Jinchi" Award and enhance the efficiency of fund utilization, this regulation is formulated based on relevant provisions of the Ministry of Education and the Ministry of Finance, combined with the actual conditions of our town.

　　Article 3: The source of the "Jinchi" Award: Xiangtan Wire & Cable Co., Ltd. donates 20,000 yuan annually.

　　Article 4: The Town Finance Office is the supervisory and administrative authority for the fund. Its primary responsibilities include managing the financial affairs of the "Jinchi" Award and overseeing how the award funds are utilized.

　　The town center school is the managing authority responsible for the "Jinchi" Award, with its primary duties being: overseeing the management of award funds and conducting the initial review of eligible recipients.

　　To strengthen the management of the "Jinchi" Award, a "Jinchi" Award Management Committee has been established. Mr. Wang Dihua serves as the honorary director of the committee, while the town mayor holds the position of director. The deputy director is the official in charge of education, and members include representatives from finance, auditing, and the central school. Additionally, the principal of the central school also doubles as the office director.

　　Article 5: The "Jinchi" Award will be managed through a dedicated fiscal account, with funds used exclusively for their intended purpose, and subject to a rigorous approval system.

　　 Chapter 2: Scope and Criteria for the "Jinchi" Award

　　Article 6: The management of the "Jinchí" Award must adhere to the principles of "prioritizing key areas, focusing on effectiveness, earmarking funds for designated purposes, and conducting ongoing monitoring and inspection," as stipulated by national regulations. Expenditures will primarily take the form of awards and grants.

　　Article 7: The "Jinchí" Award recognizes outstanding teachers and educational professionals who have made exceptional contributions to Shigǔ Education. Each year, the Management Committee selects 10 exemplary teachers who have significantly advanced the educational cause in Shigǔ Town, awarding each recipient a prize of 2,000 yuan.

　　 Chapter 3: Approval and Supervision of the "Jinchí" Award

　　Article 8: The "Jinchi" Award operates strictly according to the principle of planned use beforehand, standardized procedures during use, and thorough supervision afterward. Each August, preliminary evaluation opinions submitted by the town's central school will be reported to the Management Committee for approval.

　　Article 9: The bonus funds must be used exclusively for their designated purpose. No organization or individual shall retain, divert, or misappropriate them under any circumstances. The use of the bonus funds must be open and transparent, and a regular report must be submitted to the establishing entity.

　　Article 10: The Finance Office and the Central School shall jointly conduct supervision and inspection of how the bonus funds are used, implementing follow-up measures to assess their effectiveness.

　　Article 11: The Audit Office shall strengthen supervision and inspection of bonus approval and usage procedures. The Management Committee will annually disclose the details of bonus utilization to the public.

　　 Chapter IV Supplementary Provisions

　　Article 12: This Measures shall be interpreted by the Fund Management Committee.

　　Article 13: These Measures shall come into effect on August 1, 2009.
